Subcontractor / SI

Contract holder: The prime holds the buyer’s contract. ITC’s role would be defined by a separate subcontract.
Delivery responsibility: ITC would deliver the assigned work package under the subcontract’s scope, dependencies and acceptance criteria.
Before commitment: Agree workshare, staffing, location, flow-down requirements and the relevance of ITC’s credentials to the procurement.

Commercial teaming

Contract holder: To be agreed for the pursuit. A teaming discussion does not determine which party would hold a buyer contract.
Delivery responsibility: Each party’s proposed scope, resources and dependencies are defined before a commitment.
Before commitment: Review complementary capability, evidence, permitted data sharing, commercial terms and procurement-specific eligibility; document the arrangement in a written agreement.

Procurement credentials

NMSDC MBE: NY/NJ Minority Supplier Development Council · NY100001102 · valid through June 30, 2027.
SAM.gov registration: Recorded active, with expiry August 30, 2027. UEI PR9KWJPM4JU9 · CAGE 91CE1. Registration is distinct from eligibility for a particular contract.
Application status: SBA 8(a) application in progress; resubmission pending. ITC is not an 8(a) participant and does not hold NYS MWBE certification.
Enrollment: E-Verify enrolled. Enrollment does not establish case-processing capability or a product integration.
Procurement channels: TD SYNNEX authorized Public Sector reseller. Cisco Registered Partner. Dell reseller authorization is commercial-only; purchasing routes and product permissions are checked per request.
Coverage: Workers’ Compensation is recorded with The Hartford. Other required insurance and supporting evidence are addressed during contracting.
Delivery: A named accountable principal, with resources, responsibilities, location, coverage hours and acceptance criteria defined for the engagement.

04Responsibilities

Set the boundaries before committing.

Capability & resources: Compare each party’s domain capability, relevant evidence and available delivery resources against the buyer’s requirements.
Workshare & acceptance: Define deliverables, dependencies, location, coverage hours, acceptance criteria and the owner of each responsibility.
Data & terms: Agree permitted data sharing, commercial terms and delivery responsibilities in a written teaming agreement subject to each party’s review.

05Inquiry

Prepare an inquiry

Include the requirement or solicitation reference, proposed work package, delivery location and deadline. Identify required credentials, coverage and flow-down requirements. Sensitive records are not needed for an initial inquiry.

Bring the requirement and proposed role.

The inquiry starts a scope and evidence review. Delivery commitments and commercial terms are agreed for the particular contract; submitting an inquiry does not book a call or commit either party.
